5-Step Standard Operating Procedure (SOP) for Active Chemical Drum Leaks
When a 55-gallon (200L) chemical or oil drum develops a puncture, split seam, or dispensing valve failure during forklift handling or storage, plant personnel must execute a structured response to prevent stormwater contamination and workplace injuries:
- Step 1 — Hazard Assessment & Personal Protective Equipment (PPE): Identify the substance via its Safety Data Sheet (SDS) and GHS label before approaching. Evacuate non-essential personnel upwind, eliminate ignition sources if flammable solvents are involved, and don chemical-resistant gloves (EN 374 certified), splash goggles, and respiratory protection.
- Step 2 — Source Mitigation & Pressure Relief: If a side or bottom puncture is actively leaking, carefully rotate or tilt the drum so the breach is positioned at the highest liquid elevation to relieve hydrostatic pressure. For minor punctures or surface cracks, apply premixed epoxy repair putty or magnetic/mechanical drum patches; for severe breaches, transfer the drum into an overpack salvage drum.
- Step 3 — Perimeter Diking & Drain Protection: Immediately deploy chemical absorbent socks or polyurethane spill dike barriers around the spill perimeter, prioritizing the path toward floor trenches and outdoor stormwater drains. Seal nearby drain grates with drain blocker mats.
- Step 4 — Targeted Absorption & Surface Cleanup: Place color-coded absorbent pads and pillows over the pooled liquid—use pink/yellow HazMat polypropylene mats for corrosive acids and caustics, white hydrophobic mats for hydrocarbons and cutting oils, or gray universal mats for coolants. Work from the outer edge inward to prevent tracking.
- Step 5 — Hazardous Waste Packaging, Labeling & Decontamination: Place saturated sorbents into heavy-duty hazardous waste disposal bags or UN-rated salvage containers. Attach a completed hazardous waste manifest label, decontaminate reusable tools, and restock the emergency spill response kit immediately.
Proactive Prevention: Secondary Containment Compliance
To prevent drum leaks from reaching facility floors in the first place, store all 55-gallon drums and IBC totes on rotomolded HDPE spill containment pallets with a sump capacity meeting EPA 40 CFR 264.175 and Taiwan Water Pollution Control Act secondary containment requirements.
